Health and Safety Investigation Results in Guilt Plea after Tragic On Site Accident £60,000 Fine for Biffa

This week saw Biffa Waste Services being fined the large sum of £60,000 after a 23 year old died at the site Mallusk landfill site. The body of David Layland was discovered after a twenty four hour search under tonnes of waste. Although it has proved impossible to establish how and when Mr Layland died, the tragic accident has highlighted the importance of maintaining health and safety checks. The family of Mr Layland are hoping that their loss will help highlight the issues concerning safety and are calling for an update to the current Health and Safety legislations.

Belfast Crown Court heard the guilty plea from Biffa after the investigation showed obvious dangers that proved they had failed to safeguard the health and safety of their employees. On top of the fine Biffa has also been left with a £20,000 fee in court costs.

Pedestrians and Large Vehicles Need to Be Kept Apart

One of the problems highlighted at the landfill site involved a set of traffic lights which were not in working order. These lights were responsible for organising the movements of tipper trucks coming in and out of the site.

Speaking in a television interview the Health and Safety Executive Mr Louis Burns talked about the importance of keeping pedestrians away from vehicles. Mr Burns mentioned they had seen a number of cases where pedestrians had been harmed when coming into the path of vehicles. He stated that this was an area in which waste industries and industries in general needed to have procedures in place to keep large vehicles away from pedestrians.
